If you sell products or services to consumers in the EU - e-commerce in particular - very likely yes. The deadline passed in June 2025, so affected sites are expected to comply now. We're developers, not lawyers, so for edge cases ask your counsel - but the practical standard to meet is WCAG, and that part we handle end to end.
We'd advise against it. Overlays don't fix the underlying code, often make screen-reader experiences worse, and haven't protected companies from complaints or audits. They cost less upfront and deliver close to nothing. Real remediation is the only version of this that works.
