Vue is the JavaScript framework - components, reactivity, the application itself. Nuxt is built on top of Vue and adds what websites need: server-side rendering, routing, SEO infrastructure, and deployment conventions. Roughly: Vue builds the app, Nuxt turns it into a fast, findable website.
One question gets you most of the way: does the public need to find it through search? Internal tools and apps behind a login do fine on Vue alone. Marketing sites, stores, and content platforms need Nuxt's server rendering. Products with both a public site and a logged-in app typically use Nuxt throughout and share components.
